When working out how much funding can be allocated to each Participant the NDIS uses a TSP (Typical Support Package) this is based on:

TSP’s aim to provide an annual benchmark funding level of support for participants with similar support needs and characteristics. TSPs assist the NDIA with monitoring the financial sustainability of the Scheme.
